Help! Moto G 3rd gen

Not able to add a device to my subscription. Saying I'd used up my monthly allowance however I only have one device, my laptop connected and I added that at Xmas when I got it. This is also when I actived my account and last used it. Really mad that I can't find a contact for now TV to sort my membership. It's been running 3months out of use!
