Why I have been charged £38 instead of regular monthly fee of £27 ???

I suspect your 12 months discounted price may have come to an end,
When did you take out your contract?

As mentioned by @Jayach the discounted rated with NOW will always be only for 12 months. Never a lifetime discount.
