What do you mean you’re being charged twice? Are you talking about two sets of £9.99? Which could be entertainment and cinema payments.

If you feel that you didn’t request a membership, most offers do come with a free trial of the other nowadays from the offers section, which are clearly stated in the offer and its T&C. You can put a payment PIN on just to be safe.
