Speed never rises about 20 mbps!

Despite an engineer test who test my line at 38mbps on fibre, I can never ever achieve more than 20mbps when performing an online speed test - No matter what site I use!

Yet when I go on to NOW and do a technical check my speed comes back as 40mbps!

Any ideas what is going on??? - I am convinced Now routers are locked at a max on 20 mbps download!

Not my experience of their router. Could get over 30 fine. However i changed it for a tp link and found an immediate improvement. Recently though speed has dropped off. I am not going to stay with them as this is worst period in 2 years for broadband speed imo.
