I have 4 devices registered on my now tv account but every time i try to go on one of them it says maximum allowed device changes exceeded even though they are already registered

A lot of Xbox owners have reported this over the last week, where there may have been a software update either on the nowtv App or Xbox that has confused the number of devices on peoples nowtv account.

Your best option, is to jump over to live chat and ask them to reset your devices.
