Nobody with a withheld phone number or unavailable number can get through to me

Hi why can’t anyone with an unavailable or withheld number get through to me . I’ve bought new phones thinking would solve the problem . Friends with withheld numbers have to put 1470 at the beginning of my number when calling me but others from council,hospital etc just can’t get through. It has a recording saying I’m not accepting calls . Help. Now tv not very helpful
