Do I need to ask landroad and get permission to build new line?

I actually need only fibre, but TV and PHONE included with my deal.

when I order via on-line, engineer needs to build new line.

This should be permitted by landlord?

Any extra cost?

 

Also, if I wanna use only fibre, there is no need to build new line?

The fibre is delivered via the phone line, you would need to ask your landlord if they object
