Parks and Recreation missing episodes

The season 3 boxset for Parks and Recreation is missing episode 9, which happens to involve a big event that is pertinent to the season.

I've noticed other boxsets that have missing episodes, or episodes that do not play in the intended order ( e.g. season finales not set as the last episode).
