Why hasn't my broadband gone live

I was supposed to be on the 22nd and its still not connected how long will it take to connect I'll go with someone else If it's not sorted out today

They won't give a straight answer I can't not have internet for 72 hours

Won't even let me do a technical check  it says I owe a bill when I go to pay Bill  it says I owe  nothing

Set up day today all lights are green cant get any service...in account being diverted to pay overdue bill.. try then says no bill due 🙈
