As per title, I have been billed £10.99 for a sky sports pass. I didn't purchase one and I can't seem to cancel in my account (no option to do so). How do i go about getting a refund?

When you go to My Account > My Passes does it show the Week Sports Pass ready to activate on your account ?
If so and you haven't activated the weeks sports pass, then i would suggest jumping over to live chat and explain to them what's happened and ask for them to remove the sports pass from your account and give you a full refund.
