Why no Horse Racing channels as part of the sports package?

Why is at the races not available with the sports package?

Unfortunately the NOW TV sports passes only give you access to the seven Sky sports channels listed in the following help article

At the Races is a separate channel that is available to Sky TV subscribers on the Entertainment Extra/Extra+ package, rather than the sports package, and so is not included in the NOW TV sports pass.

Just wondering why the channel is going to be called 'Sky Sports Racing' if it is not part of the Sky Sports Now TV package? Should it be called 'Sky Entertainment Racing' instead?

This article on the At The Races website states that Sky Sports Racing will be available on NOW TV "from early January":

So why not give us the option of the same EXTRA/ EXTRA+ package? Or a way to pay for it as a single channel?
Would really love to watch ATR on NOWTV since it's the media I have to use. No aerial socket in my apartment and an indoor aerial is useless. NOWTV is a life saver in terms of tv
