Ideally, you need a static IP address to run a web server, so you would have to find a way of dealing with Now only providing dynamic ones, which do tend to change, and change without warning.
You also might have a bit of a run-in with the T&Cs, about that sort of usage of Now Broadband.
Performance, over the asymmetric FTTC link, might flag a bit (understatement).
And I hope you would be skilled at keeping all the nasties at bay.
Much better to sign up with a commercial service designed for the purpose, which can be quite cheap if the volume is low.

No you can't run a web server on the device.
Yes you could run a web server on the service, subject to all the provisions mentioned by @RoyB, plus the skills necessary to do such a thing.
