Was gonna cancel my contract and a staff offered me a faster broadband and pay for high price but the speed is still the same it breaks up all the time. Is this a scam?

As Now use FTTC (Fibre to the Cabinet) your speed is dependant on the length/quality of the copper wire from the cabinet. (or exchange if using ADSL)

So no one can offer you faster broadband, but they could change the plan you are on.                      (Brilliant/FAB FIBRE/SUPER FIBRE)

Service only between 8am to 8pm…. It was 24/7 when I was in Australia

It's 24/7 with BT if I recall. Not that I've had to use it much.

That said there was well known issues with NOW broadband last night. If it still isn't working call the team again.

FYI that I do not work for NOW, just a NOW customer trying to help

Here, Now goes down under all sorts of circumstances,

Set a Payment PIN on your account so that no-one but you can buy memberships on it. Check your bank accounts monthly for any other unexpected payments to Now. That way you can at least nip them in the bud, while you and Now figure out whose fault they are.
