Super Fiber is only giving 20Mbps. Guarantee should be 45Mbps?

I have had Now Broadband for 2 months, and the average speed for super fiber are 20Mbps.
It is saying i have a guarantee of 45Mbps?

Why is this?

Over Wifi, but on the speed test conducted for Now broadband server is also stating 23Mbps. So it is definitely out of the box slow.

I have split the bands out and using 5Ghz only (which should be fastest) its still giving 20Mbps.
