Poor quality cast despite download

I am having problems casting to a chrome cast from my mobile phone. 

I have downloaded the episode and while it intermittently has clarity, mostly it's pixelated.

It's as though it's steaming despite the fact I've downloaded it. 

I've tried restarting my phone/the chromecast and playing from "my downloads" menu and the main menu of the show. If it prompts me, I always select "play download".

Any suggestions to resolve?

Out of curiosity the TV show and episode in question is not Game ot Thrones S8 Ep3 ?

No, but it was Game of Thrones. I have actually given up trying to cast any downloads and instead streaming, which gave me a better image (makes zero sense to me.)

A download is just a stream coming down as it loads, and that stream has significantly longer to feed down when you are watching it in real time.

Might that explain how watching a stream instead of downloading it gives you a better image?
