Phone line issue

My father who is 93 is having an issue with his line.  When I ring him his phone rings but just crackles when he answers it and it keeps ringing at my end as though not answered, we've tried new phones and an analogue phone, same results.  When I do a line test it says can't be fixed online and to call, when I call it says I have to be at the property which I'm not, my dad is there but has no clue technically because of his age  ... any ideas how I can get it fixed ?
