Phone line fitting

I've read about the installation but have some questions. I already have a phone line from previous broadband so why does an engineer need to come out? Surely they can just send a hub or am I totally mistaken? Thanks.

The Openreach engineer will make the necessary connections at the street cabinet and possibly the exchange. He will not always visit your home, but he may call to check it is all working, If he discovers any problems he may come to the house to run end to end checks.
