Phone Line - Dial tone audible, but all attempts to call numbers results in 'Number not recognised'

Our phone line has never worked since it was activated by the engineer. Whilst the line gets a dial tone, every attempt at calling results in a  'I'm sorry, your number cannot be recognised. Please hang up and try again' automated message.

 

Does anyone have any idea what might be going on here?
