I got a text asking me to confirm I wanted the wifi and I ran out of credit and cant top up how do I get in contact with them to say yes to wanting it

I am assuming it's NOW Broadband related about the text you got.
Check you email folders, just in case there was a follow up email from NOW with the text.
Also if you have already joined NOW Broadband, check on your online account under My Broadband & Calls > Messages if they have duplicated the text by email method also.
You could use the communication methods in this link page below to get in touch with the NOW Broadband Team.
If you haven't got any phone credit or can't access a telephone then maybe send them a message instead using the web form on the same link.
