Line Speed a lot lower than guaranteed

Our guaranteed download line speed is 25 kbs but when we do a line test it is less than 14. Have followed the speed test on this site which says we are receiving 40 kbs, which we are not. We want to speak to an advisor - how do we do this?

Is this over Wi-Fi or Ethernet?

For Wi-Fi have you split the bands?
