Can’t report landline down despite being on welfare list

Thanks NowTV! Gone 2am and my care line announces loudly ‘warning - your telephone line has been disconnected’, and repeats every few seconds. Second time in a couple of weeks it’s gone down - said it was sky card out in exchange last time - and can’t report it as their technical checks say I have no phone line (it can’t detect it right now!) and they publish no number for faults - said to log in to get number, but I am logged in! Will be switching as not safe to keep being without care alarm.
