Broadband speed dies often

Hi yall

 

I have a super fibre broadband (about 63mbps download) which works ok but at least a dozen times I day I can notice a decrease in speed while browsing.

 

I managed to catch it this evening on speedtest at 2mbps download https://www.speedtest.net/result/10791248363

later at 11mbps https://www.speedtest.net/result/10791306215

and now at the staggering 0.72mbps https://www.speedtest.net/result/10791316671

 

I've tested the speed when I first signed up and it was happily going up into the 60's from the same place in my flat.

 

Wth is this and at which point do I start to have a case to complain & get money off my bill?
