new customer deals

coming to the end of my contract and looking to upgrade on my broadband speed

I've asked to upgrade to the current deal(which is quite good) but i was told no because I'm an existing customer.

what constitutes a new customer then?

leave and get some else in the house to take it out?

usual daft thing, not caring about keeping customers!
