Off Topic means you can chat about anything you like, within forum rules, for example I started a topic called "Old Hi-Fi System" that went on for 32 pages. Plus, other forum members have brought in their own topics for debate as well as campaigning for better facilities.
As for PMing (Private Messaging) another forum member, you can do that too.
As long as you stay away from topics such as politics, religion, sex, piracy, etc. and do not use foul language you can pretty much chat and debate about anything other forum members may also be interested in.
