This is down to Now TV and Sky themselves. They own the Now TV devices, so it would be up to them to allow Britbox to be added. 

Now TV doesn't even have Amazon Video on it, recently added Disney+ and after what seemed like forever Netflix about a year ago.

Come on Sky, NowTV & Roku get the Britbox app up and running running in our app store!!!... Please!!!

Now TV and the rest just can't get the BritBox app, Britbox has to offer it to them in the first place. That means Britbox will have to negotiate installation with the different platform owners, write the app for the different platforms, agree a schedule for releasing, updating and fixing the app.  And all this will cost Britbox a fair wedge from commissioning and installation to maintenance and support.

So, it's not as one-sided as it first looks.
