replacing box due to faulty old one

My old white box was faulty so i decided to replace it with a new black one. It is now telling me that I am unable to add a new device until March 1st because i have used my allowance for this month ? I only have two other devices that were added last year.Does this mean I have to wait until 1st march to use the new box ?
