Scandal is owned by ABC, which in turn is owned by Disney. There is a small chance it will return to Sky/Now TV depending on rights deals.
That being said, it will more likely remain off and will be on Disneys+ add-on called Star, which is more foucssed on the "adult" content. Dinsey+ "Star" is due to launch early next year.
