Unfortunately it appears that rights to Boxsets of NCIS must be held exclusively by another Streaming Service, as Now TV have never brought us these........ the same goes for NCIS: Los Angeles and NCIS: New Orleans......... none of these shows have ever appeared on Now TV as catch-up boxsets.
Hence, when the new season 16 of NCIS starts on Fox in early 2019 you will only be able to watch each episode for the usual 30days then it would leave the service. If season 15 episodes are ever repeated on Fox you could watch them that way, but you would need to watch live as repeated episodes don't appear on catch-up.
