Do the forthcoming T&C changes (17 Dec) allow me to cancel my Broadband+Phone contract now without penalty or paying the last few months on my contract?

I don't think so reading this linked article below.
I would guess you can only wriggle out of your 12 month Broadband contract if NOW don't achieve the minimum speeds promised or a consistent loss or poor service or a price hike if your contract price was fixed.
