NowTV keep attempting to deduct £7.99 from my bank account. There are no active subscriptions in my account and billing page. Also no upcoming payments are listed.

I have the exact same problem, you'll have to send them an email submitting a complaint via https://help.nowtv.com/complaints/tv
This link is well hidden by them because the obviously don't want anyone cancelling or complaining about unauthorised payments.
