Charged

I was charged for wifi when the engineers hadn't even been to the building and I did not have the actual box until days later. I'm paying for a service I did not have yet.

You weren’t charged for wifi, you were charged for the broadband connection.

Call the broadband team to get it sorted out. See link below for number.
